Shutoff valves will stop liquids or gasses at a certain point along a pipe line. It is ideal to have a shutoff valve for every plumbing fixture in your house.
This will assist in isolating malfunctioning fixtures and turn off the flow of water, or liquid to the problematic area directly without effecting the balance of the plumbing system.
This obviously is important when there is a plumbing failure or malfunction which requires immediate service. These valves can be located in the vicinity of the fixture, or concentrated in one place in the house such as a basement.
Depending on the budget, at least the more critical plumbing should have a shut off valve.
